Job purpose
The Deputy Head of the Antimicrobial Resistance and Veterinary Products (AMR & VP) Department contributes to the scientific excellence of the Organisation’s work in support of the responsible and prudent use of antimicrobials and the quality of veterinary products. He supports the HoD in the development of activities to generate data and improve transparency on the responsible and prudent use of antimicrobial agents and the control of antimicrobial resistance worldwide, and in the effective use of such data in support of the OIE’s standard setting work. He contributes to promoting the position of the OIE on the topics, in particular in the OIE’s scientific network, and contributes to fostering relations within international frameworks, especially with the Tripartite partners. Finally, he supports the HoD in ensuring the performance of the activities of the team and contributes to providing strategic guidance and support to the development of activities.
Missions and activities
Contribute to providing strategic guidance to the work of the Department
Replace the HoD in her absence;Promote the OIE mandate and represent the OIE at relevant international conferences, missions, meetings, workshops etc.; Manage relationships with and coordinate responses to enquires from a range of stakeholders, including colleagues, resources partners, Member Countries, Tripartite partners, private sector organisations and external parties.
Provide support to the HoD in the leadership and management of the team
Support the HoD in translating strategic goals into team objectives and monitor collective performance;Foster a positive and productive work environment through the provision of constructive feedback; Motivate and communicate for the team to convey information continually up, down, and around the Organisation; Organise and oversee tasks to ensure delivery of the team’s missions; Participate in the recruitment process of staff members as well as staff competency development and annual performance appraisal; Manage, improve and, where necessary, identify and formalise the different procedures of the Department.
Participate and support the HoD in ensuring the management and delivery of the team’s missions
Lead the coordination of the OIE’s technical work on AMR; Provide Secretariat functions to the Working Group on AMR;Manage related ad hoc Groups and expert advice; Further develop and refine the OIE List of antimicrobials of Veterinary Importance;Interact with academia and subject matter experts; Manage Tripartite technical projects on AMR. Support the HoD in the oversight of other activities when needed such as the work related to AMR in aquaculture; the development of the OIE’s work on falsified and substandard drugs; the OIE process for the registration of diagnostic kits. Maintain a network of contacts and good communication with WHO and FAO and relevant institutional and private-sector partners. Contribute to providing policy statements and/or strategic thinking and technical input on AMR and veterinary products. Represent the OIE and its position within the Tripartite, relevant networks and international forums.
Qualifications and Experience
A post-graduate degree in Veterinary Science or related degree in biological or medical fields;
At least 10 years of professional experience, including ideally 3 to 5 years in the field of antimicrobial resistance and quality of veterinary products;
At least 5 years of experience in an international environment;
At least 2 years of experience in management.
Requirements
Proven knowledge in animal health and antimicrobial resistance;Understanding and experience in risk assessment;
Excellent writing skills and ability to summarise complex technical discussions into clear and concise reports;
Ability to work in English at a high level including excellent oral and written communication skills;
Proficiency in a second OIE official language (Spanish or French);Good computer skills in a Microsoft environment.
