VACANCY ANNOUNCEMENT: Human Resources & Administrative Officer

One Health and Development Initiative (OHDI) is a nonprofit organization that applies the One Health approach to address interconnected challenges across human, animal, plant, and environmental health, with the aim of advancing sustainable health, well-being, and development for all.

As OHDI continues to expand its programmes, workforce, and operations across Africa and beyond, we are seeking an experienced and proactive Human Resources & Administrative Officer to strengthen our people management, organizational development, HR systems, and administrative operations.

This role will support effective and people-centered HR systems across OHDI’s operations in Nigeria and other countries, while contributing to recruitment, employee relations, performance management, staff development, HR compliance, organizational culture, people data, and administrative systems.

Position Summary

Position: Human Resources & Administrative Officer

Location: Hybrid

Reports to: Finance, Operations HR Manager / Executive Director

Employment Type: Full-time (40 hours per week)

Duration: 3 months, with possibility for extension based on performance and availability of funds

The Human Resources & Administrative Officer will provide day-to-day HR and administrative support while contributing to the development and implementation of effective HR systems across OHDI’s operations.

The successful candidate will support staff and teams across various countries where OHDI implements programmes or maintains staff, consultants, partners, or operational activities. The role requires an understanding that HR and employment requirements may differ across African jurisdictions and the ability to work with management and relevant external advisers to appropriately adapt HR practices to local legal and operational requirements.

Key Responsibilities

The successful candidate will support the following areas:

1. Regional & Strategic Human Resources

  • Support the development and implementation of HR strategies, policies, procedures, and systems that support OHDI’s organizational growth across Africa.
  • Provide HR support to staff and teams working across Nigeria and other OHDI programme locations.
  • Support management with workforce planning, organizational structure reviews, staffing needs, and talent management.
  • Support standardized HR processes while ensuring appropriate adaptation to local country requirements.
  • Contribute to building a consistent organizational culture, employee experience, and people management approach across geographically dispersed teams.
  • Support organizational development, change management, and other people-related initiatives.

2. Recruitment & Talent Management

  • Support end-to-end recruitment processes for staff, consultants, interns, and other personnel.
  • Develop and maintain recruitment tools, job descriptions, interview guides, assessment processes, and onboarding materials.
  • Support hiring managers with workforce planning, recruitment strategy, candidate assessment, and selection.
  • Maintain an organized talent pipeline and recruitment tracker.
  • Support recruitment across different African countries while taking relevant local employment and contractual requirements into consideration.
  • Coordinate reference checks, background checks, employment documentation, and pre-employment processes where applicable.

3. Employee Lifecycle Management

  • Support processes for onboarding, probation, confirmation, promotion, transfer, contract renewal, leave, performance management, and exit.
  • Ensure employment contracts and personnel documentation are complete, accurate, and appropriately maintained.
  • Support staff movements across projects, locations, and functions.
  • Maintain accurate employee records and HR systems.
  • Coordinate exit documentation, clearance, handover, and exit interviews.

4. HR Policies, Compliance & Governance

  • Support the review and implementation of OHDI’s HR policies, staff handbook, and related procedures.
  • Support alignment of HR practices with applicable Nigerian labour requirements and appropriate adaptation for other African jurisdictions.
  • Monitor compliance with employment contracts, statutory requirements, donor requirements, and internal HR policies.
  • Maintain an HR compliance calendar covering relevant employment, statutory, contractual, and reporting obligations.
  • Identify HR-related risks and recommend practical mitigation measures.
  • Support internal and external audits involving HR, administration, personnel documentation, and compliance.
  • Ensure appropriate handling of confidential employee information and compliance with applicable data protection and privacy requirements.

5. Performance Management & Employee Development

  • Coordinate OHDI’s performance management and appraisal processes.
  • Support managers and staff with goal setting, performance reviews, performance improvement plans, and documentation.
  • Maintain a centralized performance management tracker.
  • Support identification of staff learning and development needs.
  • Coordinate training, capacity-building, and professional development initiatives.
  • Support succession planning, talent development, and internal mobility.
  • Provide HR data and insights to support people-related management decisions.

6. Employee Relations, Welfare & Organizational Culture

  • Serve as a first point of contact for staff on routine HR matters.
  • Support management in handling employee relations, grievances, disciplinary matters, workplace concerns, and conflict resolution.
  • Support initiatives that strengthen employee engagement, staff wellbeing, retention, inclusion, and organizational culture.
  • Coordinate staff feedback mechanisms, employee engagement activities, and HR-related surveys.

7. HR Information Systems & People Data

  • Maintain accurate and up-to-date employee information within OHDI’s HR systems and databases.
  • Support the development and effective use of HRIS and digital HR tools.
  • Maintain HR dashboards and trackers covering headcount, recruitment, turnover, leave, contracts, performance, training, and other key people indicators.
  • Produce periodic HR analytics and reports for management.
  • Use HR data to identify trends, workforce gaps, compliance risks, and opportunities for improvement.
  • Support the transition towards increasingly digitized and standardized HR processes.

8. Administration & Office Operations

  • Support effective day-to-day administrative operations across OHDI.
  • Coordinate organizational meetings, trainings, retreats, workshops, staff events, and other internal activities.
  • Support office and facility management, including supplies, service providers, assets, and administrative records.
  • Support staff travel coordination and related administrative arrangements.
  • Support procurement and administrative processes in coordination with Finance and Operations.

9. Donor & Programme Support

  • Support HR and administrative requirements associated with donor-funded projects and programme implementation.
  • Provide HR information and documentation required for donor reporting, audits, due diligence, and compliance reviews.
  • Support HR inputs into project budgets, staffing plans, proposals, and organizational planning where required.

Qualifications and Experience

Applicants should possess:

  • A Bachelor’s degree in Human Resources Management, Business Administration, Social Sciences, Management, or a related field.
  • A minimum of 3–5 years of progressive experience in Human Resources and Administration, preferably within an NGO, nonprofit, international development, public health, or multi-country organization.
  • Good working knowledge of employment practices, HR administration, and labour requirements in Nigeria.
  • Exposure to HR practices, employment requirements, or workforce management in other African countries is strongly preferred.
  • Experience developing, implementing, and reviewing HR policies, procedures, and staff handbooks.
  • Experience working with HRIS, digital HR tools, or centralized employee information systems.
  • Experience supporting donor-funded organizations and understanding donor compliance requirements.
  • Professional HR certification such as CIPM, SHRM, HRCI, or equivalent is an advantage.

  • Advisory & Stakeholder Management: Strong interpersonal and advisory skills, with the confidence to engage staff, managers, and senior leadership on people-related matters.
  • Communication & Collaboration: Excellent written and verbal communication skills and the ability to collaborate effectively across functions and remote teams.
  • Organization & Problem-Solving: Excellent planning, coordination, attention to detail, prioritization, and problem-solving skills, with the ability to manage competing demands.
  • Integrity & Professionalism: High level of integrity, discretion, confidentiality, professionalism, adaptability, and a proactive approach to identifying risks and improving HR processes.
