VACANCY ANNOUNCEMENT: Programme and Operations Manager (Francophone)

One Health and Development Initiative (OHDI) is a global nonprofit organization advancing One Health through integrated interventions in human, animal, environmental, and ecosystem health. Our work spans antimicrobial resistance (AMR), health security, sustainable food systems, animal welfare, climate change, environmental conservation, food safety, digital innovation, research, policy, and capacity strengthening across Africa and (where relevant), globally.

As OHDI continues to expand its footprint across the African continent, we are seeking a dynamic and experienced Programme and Operations Manager (Francophone) to lead our strategic expansion across Francophone African countries.

This is an exciting opportunity for an experienced programme leader to help shape OHDI’s presence in French-speaking African countries by building strategic partnerships, coordinating programmes, supporting research and innovation, strengthening institutional relationships, and advancing One Health initiatives across the region.

Position Summary

Position: Programme and Operations Manager (Francophone)

Duty Station: Remote (preferably in a Francophone country, with travel as required)

Reports To: Senior Programme and Operations Manager, Executive Director and Board

The Programme and Operations Manager (Francophone) will serve as OHDI’s primary focal point for Francophone African countries while working collaboratively across all programme areas. The successful candidate will lead programme development and implementation, support institutional growth, strengthen regional partnerships, coordinate operations, and help localize OHDI’s programmes, resources, and digital innovations for French-speaking audiences.

Key Responsibilities

The successful candidate will provide leadership across the following areas:

  • Develop and manage programmes and scoping exercises to advance strategic expansion and institutional growth across French-speaking African countries.
  • Lead relevant programme operations, coordination, documentation, and reporting
  • Develop partnerships with governments, regional organizations, academia, civil society, development partners, and the private sector.
  • Support resource mobilization, proposal development, donor engagement, and consortium building.
  • Support the translation and localization of programme resources, communications, and technical materials into French.
  • Support the promotion of OHDI’s digital innovations, including RORE, One Farm Records (OFR), AgrowSAFE, and other digital platforms.
  • Advance communications, stakeholder engagement, advocacy, and organizational visibility.
  • Advance research collaboration, knowledge management, and technical publications.
  • Support Monitoring, Evaluation and Learning (MEAL), including activity monitoring, reporting, and continuous programme improvement.

Qualifications and Experience

Applicants should possess:

  • A minimum of a Master’s degree in Public Health, Veterinary Medicine, Agriculture, One Health, Environmental Health, Development Studies, International Relations, Project Management, or a related discipline.
  • Additional professional training in programme management or international development is desirable.
  • A minimum of seven (7) years of progressive experience in programme management.
  • Demonstrated experience working within Francophone African countries.
  • Native or professional fluency in French, with professional working proficiency in English (spoken and written).
  • Experience engaging governments, development partners, and regional institutions.
  • Experience coordinating international and multi-country programmes.
  • Experience in proposal development, fundraising, and resource mobilization.
  • Strong understanding of one or more of the following areas: One Health, antimicrobial resistance (AMR), health security, public health, animal health, agriculture, fisheries and aquaculture, food safety, sustainable food systems, climate change, environmental health, or international development.

  • Personal Attributes: Leadership and initiative, strategic thinking, cultural sensitivity, ability to work independently and across diverse teams, and strong organizational and problem-solving skills.
